02.         Please submit copies of all, if any, grant proposals and applications and indicate the status of each.

Skyaid Board members are currently preparing several grant proposals, however, it is difficult for an organization to receive grants until after tax exemption status has been secured

03. Please explain in detail how your targeted group is made aware of the service you provide.

The multiple target groups will be made aware of Skyaid organization thru a variety of techniques – generally thru the internet.

        04. Please explain in detail how the general public is made aware of your activities and services.

The general public will be made aware of our activities and services thru the internet and press releases. The Skyaid Organization also plans to offer prizes based on the achievement of performance standards in the following areas: meteor burst communications, heart monitor technologies which can be incorporated into the LifeWatch, very small CAT scan equipment which can determine if a stroke involves bleeding in the brain, etc.  We believe that offering such prizes is the best and fastest way to encourage the development of these lifesaving technologies; without showing favoritism.

05. Please submit a chronology of activities from the inception of the organization through the present.

A Skyaid.org has developed a fairly extensive web site over the past year. There have been some initial discussions with other organizations, but it is difficult for an organization to receive grants until after tax exemption status has been secured.

06. Please submit copies of minutes of board meetings from the inception of the organization

The Skyaid Organization Board meets (or has resolutions in lieu of a board meeting) often enough to keep in good standing as state of Washington corporation.

07. Your organization appears to be controlled by related individuals. Section 1.501(c)(3)-l(d)(I)(ii) of the Income Tax Regulations states that an organization which serves private interests rather than public purposes does not qualify for exempt status. To ensure that your organization will serve public interests, you should modify your Board of Directors and officer positions to place control of the organization in the hands of unrelated individuals selected from the community you will serve. Also, your organization's bylaws, Section 1, states, 'The corporation shall have a at least 5 directors and collectively they shall be known as the Board of Directors."

Please submit names and qualifications of the new board members, as well as a statement signed and dated by each that they will take an active part in your operations.

Your bylaws, section 2, states that the specific objectives and purposes of your corporation shall be (1) to significantly improve emergency medical response time worldwide, and thus reduce the amount of lost lives and disability and (2) to engage in other activities related to educating the public concerning emergency medical issues.

a.   With regards to engaging in other activities related to educating the public concerning emergency medical issues,

(1) What will this activity entail? Please discuss fully.

It is very difficult to educate the general public about medical emergencies in advance of the emergency.  Many organizations have tried and have been unsuccessful.  Skyaid will be educating the public about the need to be prepared for a variety of life threatening emergencies.  We will inform the public about the quantitative risk of getting a heart attack, sudden cardiac arrest, stroke, auto accident, and many other emergencies, but we will not try to attempt to tell them what the individuals should do in each case – there are just too much information to be remembered.  Skyaid will instead will focus on providing just-in-time emergency health information – at the time that it might be needed.

(2) How will your organization educate the public about emergency medical issues?

While most of outreach and education will probably be via the internet, we intend to test pilot seminars to see if these would be successful. Both lay persons and medical professionals would be served.  Vice-Chairman and Development Director Howard Hinman has offered to develop these classes. Mr. Howard Hinman is Toastmaster with special training in "training" in general and "training the trainer to train".  In addition, he has attended seminars in adult learning theory.  He achieved both the Distinguished Toastmaster and Able Toastmaster-Silver award

(3) Provide a list of emergency medical issues your organization will educate the public on.

Skyaid will generally not attempt to educate the public on what they should do in specific emergencies.

 (4) Will your organization conduct classes concerning emergency medical issues? (a) If yes,

No classes.  There may however be some on-line education created by professionals as appropriate – such as emergency medical technicians, doctors, and emergency room personnel.  Initially these will be in English – but later they will be in a great many languages

Generally thru on-line education, and only minimally in-person.

4.   What will be the cost of these classes?

All education, including on-line, will be free of charge

09. On Form 1023, Part TT, #1, your organization indicated that it would begin LifeWatch development in March 2001.a.   Has your organization begun development of LifeWatch?

Skyaid has not begun development of the LifeWatch.

b.   Who will or is developing the LifeWatch system for your organization?

A commercial watch company will develop the LifeWatch once there is money to fund the development. Seiko and Timex have been contacted, but they do not wish to develop the LifeWatch without external funding.

c.   Will the organization developing LifeWatch develop it solely for use by Skyaid or will Skyaid be an investor in the development of LifeWatch?

The LifeWatch will be a portion of the Skyaid service.  We intend to let any organization sell the Skyaid service.  This would include organizations such as those already devoted to emergency medical care

d.   How will Skyaid help in the development of LifeWatch?

The Skyaid organization will provide research and development funding for the LifeWatch.

e.   Please discuss the amount of funding Skyaid will provide to the organization developing LifeWatch?

We anticipate that LifeWatch R&D will be approximately $1 million. These funds will support a watch manufacturer and medical testing.

f.   Provide the contract between Skyaid and the organization developing LifeWatch.

As before – no organization will be selected until funding is available.

g.   Who will own any patents, copyrights, tradename, technology, other ownership rights, etc. related to LifeWatch? Please provide copies of any contracts or agreements related to the patents, copyrights, tradename, technology, other ownership rights, etc.

We intend the LifeWatch design to be public domain.  There have been no contracts or agreements related to the patents, copyrights, tradename, technology, other ownership rights, etc.

The LifeWatch and associated service will be advertised by Skyaid via the internet as well as by the providing organizations –  such as 911 organizations in the US

n.   What will be the cost of LifeWatch?

We anticipate that the cost of the Lifewatch will be somewhere between $100 and $200.

o.   Will LifeWatch be offered below cost, at cost, or above cost?

We intend that the LifeWatch will be offered slightly above cost – with the proceeds to fund further life-saving R&D.

p.      How many individuals does Skyaid anticipate in offering LifeWatch to in the first 5 years of operation?

Anticipate having about 100,000 people wearing the LifeWatch at\round the world at the end of the first 5 years of operation.

q.       In what geographical area will LifeWatch be offered?

LifeWatch will be offered in many regions around the world.

10. On Form 1023, Part II, #1, your organization indicated that it would develop a Life Watch call center beginning in July 2001. Has your organization begun development of the Life Watch call center?

There is no reason for Skyaid to develop a call center.  We have found that two call centers are already being developed.

  Who will or is developing the LifeWatch call center for your organization?

As above – Skyaid will not develop a call center.

The call center is being developed for a wide variety of services. Skyaid will be just one of the users of the call service.

No help appears to be needed for the development of the call center.

No funding appears to be needed to support the call center.

The Moller Corporation  of Davis California owns all patents, etc. related to the air vehicle.

11. On Form 1023, Part II, # 1, your organization indicated that one of its activities would be the preliminary design of ultrasafe avionics for air vehicle use in 2005.
a.   What organization will develop this air vehicle for Skyaid?

It appears that the Boeing Company may develop the air vehicle.

b.       Will the organization developing the air vehicle develop it solely for use by Skyaid or will Skyaid be an investor in the development of the air vehicle?

The Boeing Company will develop the air vehicle for a wide variety of customers.  The Skyaid Organization would be a customer for less than 1% of the vehicle made.

c.      How will Skyaid help in the development of a Skycar?

No Skyaid funds appears to be needed to develop the Skycar.

d.       How will Skyaid or the organization developing the air vehicle accelerate FAA approval of the Skycar?

 It appears that the Boeing Company may develop the air vehicle.
